hereby inscribe the trade unions ask the Department in this latter provision of additional resources available in regional art. 10 CCNL health sector economic biennium 2008/2009, 0.8% calculated on the wage bill in 2007, considered that the conditions referred to by the Economic and Financial c. Article 3 referred to in the subject. THEREFORE WE ASK



to proceed immediately with the signing of an agreement that identifies the resources equivalent to 0.8% of payroll in 2007 to be allocated to companies in the SSR to fund projects to improve the quality of services provided. ALSO ASK



opening a table for the definition of guidelines on the matters referred to the Regional Coordinating below:

guidelines concerning the performance of additional nursing staff and radiographers;
precarious employment and stabilization processes;
internal mobility within 25 kilometers, in derogation measure lower;
exploitation of canteen services, taking into account the cost of living;
part time;
any other business.

Please note that if we do not receive a positive response to this note, in particular as regards the disbursement of 0.8%, within 15 days we will launch all forms of mobilization and struggle as we deem appropriate to protect workers' rights .

The Cabinet has finally approved the legislative decree implementing the Law Brunetta Reform of Public Administration (Law No. 15 of March 4, 2009) .

The decree, even with changes in the intervening Leg. 165/01 , involving all the government with the intention to act essentially on:


1) The principle of transparency za where transparency is intended to as total accessibility of all information on the organization, management trends, the use of resources for the pursuit of institutional functions and the results, the measurement and evaluation activities, to enable widespread forms of internal and external control (including by the city);


2) Rewarding merit or to ttribuzione selective economic incentives and career, preventing the general trend of rainfall distribution of benefits;


3) Performance appraisal put the citizen-client the center of the target programming, thanks to customer satisfaction, transparency and accountability, strengthening the link between pay and performance;

6) Penalties and disciplinary proceedings
As for the rules of discipline, the decree shall determine, first, a simplification of procedures and increasing their capabilities, especially through the extension of powers of the executive structure in which the employee works, the reduction and peremptory terms, the strengthening of the investigation, the abolition of the arbitration appeal and the prediction of pre-publication of the disciplinary code on the electronic site of administration.

Pending publication of the official text and its immediate entry into force, we inform you that on Friday June 27, 2009 was passed by the Council of Ministers of a decree which is to amend the Law Brunetta (Act 133 of 2008 ).
In particular, we report the following changes:
  • Visiting hours tax equalized to that of private sector workers;
  • Eliminate penalties for staff eligible for permits;
  • Cancelled June 30 deadline for stabilization of the permanent staff.
